Winning Solutions, Inc., is a woman-owned small business incorporated in Virginia in 1988. Our founder and president, Barbara Lovelace, has more than 35 years’ experience in marketing, management, and publishing, including 25 years on the front lines of hundreds of proposal development efforts.

extensive experience in proposal writing and management. They have core skills in writing and editing. Many also have indepth knowledge in several subject areas, such as telecommunications, information systems engineering, technical support services, quality assurance and configuration management, test and evaluation, and technical instruction. They are Web-smart and most have either extensive formal education or training in writing and/or technical disciplines.

In addition, WSI's associates offer hands-on skills in office software products to write, edit, and produce final drafts or finished documents at client offices or offsite. They have proven their ability to meet deadlines and work congenially with client technical and management staff, often under less than ideal circumstances and tight deadline pressures.

Staff skill levels range from 10 to 30+ years' experience, gained in a variety of proposal development environments. Our most senior staff members are seasoned veterans, and our mid-level personnel are able contributors in all settings.
